The General Election result meant a lot of things but it also ensured the continuation of Universal Credit.

Campaigners had been hoping for an end to the controversial scheme, with  Labour promising to scrap Universal Credit  altogether.

However, there will still be a number of changes to the benefits system this year – some of which will be good news for claimants, reports BirminghamLive .

1. April 2020 – End of benefit freeze

The end to the benefit freeze would mean Universal Credit and other working age benefits rising by 1.7 per cent from April 2020.

The freeze was brought in by the Tories and came into effect from April 2016. It has meant that most benefits and tax credits have not gone up in line with inflation for four years.

Other benefits that have been frozen but are now set to rise are Employment and Support Allowance (ESA), income support, housing benefit, child tax credits, working tax credits and child benefit.

The increase means someone on £1,000 a month in benefits will get an extra £17, equivalent to £204 over a year. Those receiving £500 a month get an extra £8.50.

But according to think-tank the Resolution Foundation, families will still be hundreds of pounds a year worse off due to the past five years of bills rising while benefits have remained at the same level.

The Resolution Foundation’s Adam Corlett said: “While the benefit freeze is over, its impact is here to stay with a lower income couple with kids £580 a year worse off as a result.”

2. April 2020 – Pension changes

The Government also said the state pension – which has not been frozen – will increase by 3.9 per cent.

This is expected to be announced in the Budget.

It means retired Brits are in line for £5.05 a week extra on the ‘old’ basic state pension and £6.60 a week on the ‘new’ state pension.

The bad news is that the  adult dependency payment is being stopped  in April, which could mean thousands of pensions cut by £70 a week.

In addition, the qualifying age for men and women will rise to 66 in October 2020.

It means anyone born after October 5, 1954, will have a state pension age of at least 66.

And there will be further rises too. The Conservatives have set out plans to increase the state pension age to 67 by 2028 and 68 by 2039.

3. April 2020 – Disability benefit changes

The Scottish Government is taking on responsibility for disability benefits from April 1 and will implement changes after that.

In summer 2020, Social Security Scotland will open to claims for the brand new Disability Assistance for Children and Young People, which is Scotland’s replacement for Child Disability Living Allowance.

By the end of 2020, Social Security Scotland will also open to claims for the new Disability Assistance for Older People. This is the Scottish replacement for Attendance Allowance and is for people over the state pension age who need someone to help look after them because of a disability or long-term illness.

Also by the end of 2020, children who receive the highest care component of Disability Assistance will be entitled to Winter Heating Assistance.

Further changes will come in 2021, including PIP being replaced by Disability Assistance for Working Age People and Carer’s Allowance being replaced by Carer’s Assistance.

Social Security Secretary Shirley-Anne Somerville says the system will have a redesigned application process and significantly fewer face to face assessments.

There will be rolling awards with no set end points and those with fluctuating health conditions will not face additional reviews due to changes in their needs.

She said: ““Since the Social Security Act was passed by the Scottish Parliament in June [2018], progress has been swift.

““Our next priority is delivering payments for disabled people, as this is where we can make the most meaningful difference for the largest number of people.

“We have a duty to quickly reform the parts of the current system which cause stress, anxiety and pain. And I have been moved by the personal stories I have heard, many of which criticise the penalising assessment process.”

Around half a million cases – the equivalent of around 10 per cent of people in Scotland – will transfer from DWP to Social Security Scotland in 2020.

Ms Somerville added: “This is not simply a case of turning off one switch and turning on another. For the first time in its history, our agency will be making regular payments, direct to people’s bank accounts and our systems need to work seamlessly with those of the DWP.

“It is therefore essential we have a system that is fully operational for those making new claims and ensure we protect everyone and their payments as their cases are transferred – that is what those who rely on social security support have told us they want. We must work to a timetable that reflects the importance of moving quickly but not putting people’s payments at risk.”

During the transfer no-one will have to reapply for benefits, no claims will be reassessed and payments will be protected.

She added: “The timetable I have set out is ambitious but realistic and at all points protects people and their payments. I have seen the mess the DWP has made when transferring people to PIP and introducing Universal Credit, and we will not make the same mistakes.    

“There is much hard work to be done but the prize is great – a social security system with dignity, fairness and respect at its heart and which works for the people of Scotland.”

4. June 2020 – TV licence changes

Free TV Licences, funded by the Government, for all those aged 75 and over will come to an end in June. So you can get a free licence up to May 31, 2020.

From June 1, a new scheme means you can only carry on getting a free licence if you – or your partner – are receiving Pension Credit.

If not, you’ll have to fork out the cost of a TV licence – which is £154.50 per year for a colour TV, and £52 for black and white. You can choose to pay monthly (£12.87 a month), quarterly (£39.87 every three months) or yearly.

So it’s worth checking if you can get Pension Credit to avoid the licence fee.

Pension Credit is a top-up benefit payment available if you or your partner have reached state pension age, or if one of you is getting housing benefit for people over pension age. You get more if you’re responsible for a child or young person who lives with you and is under the age of 20.

There are two elements to Pension Credit. Guarantee Credit tops up your weekly income if it’s below £167.25 (for single people) or £255.25 (for couples), while Savings Credit is an extra payment for people who saved some money towards their retirement and is up to £13.73 for single people and up to £15.35 for couples.

5.  July 2020 – Universal Credit transition protection extended

From July 22, claimants are to get an additional two weeks of income-related Jobseekers Allowance, income-related Employment and Support Allowance, or Income Support if they receive one of these benefits when moving across to Universal Credit.

Universal Credit is intended to replace six existing benefits in total.

People are transferred on to UC if their circumstances change – such as moving home or having a child. This is called natural migration.

Everyone else on the six old benefits will have to move across in a managed migration scheme by the DWP that is set to be completed by December 2023 and is currently being tried out in Harrogate from July 2019 to July 2020.

Normally, existing benefits are terminated when a Universal Credit claim begins but the Government has amended the rules to allows a “two-week run-on” of the three benefits named above.

6. September 2020 – Universal Credit change for self employed

The DWP works out Universal Credit for self-employed people using what’s called a Minimum Income Floor (MIF).

This is roughly equivalent to the national minimum wage for each hour the claimant is expected to work.

It can mean Universal Credit is calculated on a higher level of earnings than you were actually paid.

However, this Minimum Income Floor is not applied to those who started a business within the past 12 months .

And from September 2020, this 12-month exclusion period will also not apply to “those who are naturally migrated in self-employment and all those existing UC claimants who become new gainfully self-employed.”

‘Naturally migrated’ means switched across to Universal Credit because of a change in circumstances.

China’s National Health Commission said Friday afternoon (NZ time) the confirmed cases of the new coronavirus had risen to 830 with 25 deaths.

The first death was also confirmed outside the central province of Hubei, where the capital, Wuhan, has been the epicentre of the outbreak.

The health commission in Hebei, a northern province bordering Beijing, said an 80-year-old man died after returning from a two-month stay in Wuhan to see relatives.

The vast majority of cases have been in and around Wuhan or people with connections the city. Other cases have been confirmed in the United States, Japan, Taiwan, South Korea and Thailand. Singapore and Vietnam reported their first cases Thursday, and cases have also been confirmed in the Chinese territories of Hong Kong and Macau.

Many countries are screening travellers from China for symptoms of the virus, which can cause fever, coughing, breathing difficulties and pneumonia.

The World Health Organisation has decided against declaring the outbreak a global emergency, a step that can bring more money and resources to fight a threat but that can also cause trade and travel restrictions and other economic damage, making the decision a politically fraught one.

The decision “should not be taken as a sign that WHO does not think the situation is serious or that we’re not taking it seriously. Nothing could be further from the truth,” WHO Director General Tedros Adhanom Ghebreyesus said. “WHO is following this outbreak every minute of every day.”

The coronaviruses are a family of viruses that originate in animals before making the jump to humans.

Chinese authorities moved to lock down at least three cities with a combined population of more than 18 million in an unprecedented effort to contain the deadly new virus that has sickened hundreds of people and spread to other parts of the world during the busy Lunar New Year travel period.

Chinese officials have not said how long the shutdowns of the cities will last. While sweeping measures are typical of China’s Communist Party-led government, large-scale quarantines are rare around the world, even in deadly epidemics, because of concerns about infringing on people’s liberties. And the effectiveness of such measures is unclear.

“To my knowledge, trying to contain a city of 11 million people is new to science,” said Gauden Galea, the WHO”s representative in China. “It has not been tried before as a public health measure. We cannot at this stage say it will or it will not work.”

Jonathan Ball, a professor of virology at molecular virology at the University of Nottingham in Britain, said the lockdowns appear to be justified scientifically.

“Until there’s a better understanding of what the situation is, I think it’s not an unreasonable thing to do,” he said. “Anything that limits people’s travels during an outbreak would obviously work.”

But Ball cautioned that any such quarantine should be strictly time-limited. He added: “You have to make sure you communicate effectively about why this is being done. Otherwise you will lose the goodwill of the people.”

During the devastating West Africa Ebola outbreak in 2014, Sierra Leone imposed a national three-day quarantine as health workers went door to door, searching for hidden cases. Burial teams collecting corpses and people taking the sick to Ebola centres were the only ones allowed to move freely. Frustrated residents complained of food shortages.

In China, the illnesses from the newly identified coronavirus first appeared last month in Wuhan, an industrial and transportation hub. Local authorities demanded all residents wear masks in public places and urged civil servants wear them at work.

After the city was closed off Thursday, images showed long lines and empty shelves at supermarkets, as people stocked up. Trucks carrying supplies into the city are not being restricted, although many Chinese recall shortages in the years before the country’s recent economic boom.

Analysts predicted cases will continue to multiply, although the jump in numbers is also attributable in part to increased monitoring.

“Even if (cases) are in the thousands, this would not surprise us,” the WHO’s Galea said, adding, however, that the number of infected is not an indicator of the outbreak’s severity so long as the death rate remains low.

The coronavirus family includes the common cold as well as viruses that cause more serious illnesses, such as the SARS outbreak that spread from China to more than a dozen countries in 2002-03 and killed about 800 people, and Middle Eastern respiratory syndrome, or MERS, which is thought to have originated from camels.

China is keen to avoid repeating mistakes with its handling of SARS. For months, even after the illness had spread around the world, China parked patients in hotels and drove them around in ambulances to conceal the true number of cases and avoid WHO experts. This time, China has been credited with sharing information rapidly, and President Xi Jinping has emphasised that as a priority.

Health authorities are taking extraordinary measures to prevent the spread of the virus, placing those believed infected in plastic tubes and wheeled boxes, with air passed through filters.

The first cases in the Wuhan outbreak were connected to people who worked at or visited a seafood market, now closed for an investigation. Experts suspect that the virus was first transmitted from wild animals but that it may also be mutating. Mutations can make it deadlier or more contagious.

Tell us about your role in the movie ‘Omoniyun’

I played Mama Fiyin. Mama Fiyin is one of those African mothers who have experienced bad marriage. Her first husband left her and she was left to train her daughter Fiyinfolu.

She shut her eyes to  the molestation her daughter was going through in the hands of  the prince and by the time she wanted to take action, it was already too late. She was just particular about her marriage to the prince.

I can say she was lackadaisical because if she was attentive, she would have noticed the signs. The warning signs were there but she did not notice them.

She was busy looking forward to her marriage to the prince and of course that caused her a lot. It actually cost her daughter.

You played the mother of Fiyinfoluwa whose character was played by Seliat Adebowale, a relative newbie. What was it like?

Surprisingly, I didn’t see her as a newbie because she did quite well and she really put in her best and it was easy for us.africa

No matter how professional you think you are, you shouldn’t be too full of yourself because you also can make mistake. So I think we all came together to work as a team.

It wasn’t a seniority cadre kind of relationship. We didn’t have that kind of relationship. We were more or less like one big family.

You know we are here to do a job, we have to get it done and we have to do it with love, with mutual respect and that was how it was.

What exactly came to your mind when you read the script for the first time?

This is not my first time of working with Dayo. I know she takes care of details and her stories are always unique. So when I read ‘Omoniyun’ and I saw my character, I was angry with my character.

And I could relate it to a true life experience; you know when you are molested by someone who you are entrusted to, who is supposed to be your guardian, who is supposed to be your protector and then the person is the one molesting you.

You are just alone in the world because nobody is going to believe me. It is your world against his. So when I read that part, I said aaah, I wish I could have been able to do something different, like this is the way it’s supposed to be. I wished this was what I was going to do but well, that’s how the story goes.

The fear of stigmatization has lured a lot of women into marriages especially in Nigeria, and Africa by extension.

What would you want to say to women who find themselves in situations like that?

Candidly, I think the African society hasn’t been too fair on women. And in this dispensation, in this generation,  women are trying to do things differently.

They are beginning to believe more in themselves than the standard that the society has raised for them. Coming to your question, the truth of the matter is, if the deed has been done, there is nothing we can do other than to live either with the regret or to live with the mistake.

Or if you can correct or undo the wrong that has been done, you can undo it. If you can correct the mistakes, then you try as much as possible to correct the mistakes.

But don’t allow the society to push you into what you do not want. Don’t let them set a standard for your life. If you are not prepared for marriage or if you have not gotten the right partner, you don’t have to stay because of family pressure, peer pressure, societal pressure, or religious pressure too.

There are some churches who just believe, if you are of  age, they will match make you and  get you married whether you like it or not. And these are the things that now bounce back.

You marry somebody who has temper issues, you begin to get molested, and they beat you up. You marry someone who is impotent, who has hidden it from you, and then you now live with that regret.

You know, there are so many things that happen at the end of the day when you have been pushed or forced or coerced as the case may be, into marriage before you want to. You know, when the deed has been done, you just live with the regret or try and make a correction.

 At 41, you still look beautiful, do you still get advances from men?

Well, yes I get advances from men but I don’t allow that to confuse me, let me use that word. I don’t allow that to confuse me.

I am not somebody who  is going to be pushed into what I am not ready for. I believe at the right time with the right person, whatever expectations we have will come to pass.

 And what makes a man, the right the person for you?

Well,  when I see the qualities I desire in a man,  I will know I’ve seen them.

What measures do you think the government could take to stem the menace of rape?

They should make the punishment more severe so that it gives people a mental alertness in their heart, and in their mind.

Let the punishment be more severe.. Whoever goes through rape or molestation, I promise you that no matter how young that child or that lady or that boy is, it stays in the memory. It only takes one incident to trigger it. And they will remember.

The flashes of the event will come. So, there is no amount of punishment that they give them that would really minimize the effect on the victim.

The only thing is, let it sink in their hearts and in their head that if they do this and they are caught, this is the punishment. I believe that if they put in more weighty and severe conditions or punishment as it may be, to the offence of rape and child molestation, it will help curb it and reduce it.

Nigerian movies IBI (The Birth), Nimbe, Dear Bayo and Unseen Treasure,  have been adjudged the best films in the United Kingdom (UK) at the 2019 UK Nollywood Film Festival (UKNFF), organized by the UK Nollywood Producers Guild.

A statement signed and issued on Sunday by Mr Malcolm Benson, President, UK Nollywood Producers Guild, stated that IBI (The Birth) was adjudged the Best Indigenous (Native language) Feature Film, it also emerged Best Feature Film 2019.

Dear Bayo, won the Jury’s award, as the Unseen Treasure,emerged the best in Best Short film category, while Diced was declared the best script.

Benson said plans were in the pipeline to increase the award categories to include Best Actor, Best Actress, Best Supporting Actor, Best Supporting Actress, Best Director and Best Producer.

This, he said would give more recognition to the talents both behind and in front of the screen.

“The UKNFF 2019 has broken its own record set during the first edition; the opening ceremony which took place at Ambassadors Hotel, London Bloomsbury, attended by the industry professionals and stakeholders sold out two days to the event.

“The UK Nollywood Producers Guild promises to secure a bigger venue for 2020’s event in order to accommodate the increasing demand.

“The UK Nollywood Producers Guild will continue to work with stakeholders and play it’s part in bringing Nollywood Producers together, enabling and creating the platforms where ever possible in order to improve standards.

“We will rise above our current barriers if we persist and focus on developing our crafts with genuine commitment to learning from our mistakes, learning from other experts, seeking and working with a good mentor and attending lectures and seminars.

“We will also succeed if we are resilient, avoid being complacent and importantly avoid unhealthy in-fight among ourselves and undue pride.

“Other key guests are Sandie Bogle from Google Box; Prince and Mrs Mike Abiola, CEO, African Voice Newspaper; Sam Anwuzie CEO, ZAFAA Awards; Uche K of Sendwave, Representative from YANGA TV and CEO of Trumpet Newspaper, Mr Femi Okutubo, among others.”

Benson also said that UKNFF would open its online platform on Nov. 1, in preparation for the 2020 edition to be held in October during the Black History celebration.

He urged filmmakers to start submitting their films as soon as the platform opens on Nov. 1, while financial and media partners were also invited to engage with the Guild for early preparation of the 2020 event. (NAN)

Nigerian movies IBI (The Birth), Nimbe, Dear Bayo and Unseen Treasure,  have been adjudged the best films in the United Kingdom (UK) at the 2019 UK Nollywood Film Festival (UKNFF), organized by the UK Nollywood Producers Guild.

A statement signed and issued on Sunday by Mr Malcolm Benson, President, UK Nollywood Producers Guild, stated that IBI (The Birth) was adjudged the Best Indigenous (Native language) Feature Film, it also emerged Best Feature Film 2019.

Dear Bayo, won the Jury’s award, as the Unseen Treasure, emerged the best in Best Short film category, while Diced was declared the best script.

Benson said plans were in the pipeline to increase the award categories to include Best Actor, Best Actress, Best Supporting Actor, Best Supporting Actress, Best Director and Best Producer.

This, he said would give more recognition to the talents both behind and in front of the screen.

“The UKNFF 2019 has broken its own record set during the first edition; the opening ceremony which took place at Ambassadors Hotel, London Bloomsbury, attended by the industry professionals and stakeholders sold out two days to the event.

“The UK Nollywood Producers Guild promises to secure a bigger venue for 2020’s event in order to accommodate the increasing demand.

“The UK Nollywood Producers Guild will continue to work with stakeholders and play its part in bringing Nollywood Producers together, enabling and creating the platforms where ever possible in order to improve standards.

“We will rise above our current barriers if we persist and focus on developing our crafts with genuine commitment to learning from our mistakes, learning from other experts, seeking and working with a good mentor and attending lectures and seminars.

“We will also succeed if we are resilient, avoid being complacent and importantly avoid unhealthy in-fight among ourselves and undue pride.

“We will make our mark and create an industry that will not only make us very rich and famous but also set a long-lasting legacy for the next generation of Nollywood filmmakers,” Benson said.

He stated that Councilor Kate Anolue, a Nigerian, who is the Mayor of London Borough of Enfield and current Patron of the Guild, as well as Councilor Victoria Obaze, the Mayor and Speaker of London Borough of Tower Hamlet, received certificates of patronage at the festival.

Benson added: “There were various keynote speakers such as Shantelle Rochester of IDA ROSE Productions, Dapo Oshiyemi, CEO Talking Drums Film Distributions, and Dr Alistair Soyode, CEO of Ben Television.

“Other key guests are Sandie Bogle from Google Box; Prince and Mrs Mike Abiola, CEO, African Voice Newspaper; Sam Anwuzie CEO, ZAFAA Awards; Uche K of Soundwave, Representative from YANGA TV and CEO of Trumpet Newspaper, Mr Femi Okutubo, among others.”

Benson also said that UKNFF would open its online platform on Nov. 1, in preparation for the 2020 edition to be held in October during the Black History celebration.

He urged filmmakers to start submitting their films as soon as the platform opens on Nov. 1, while financial and media partners were also invited to engage with the Guild for early preparation of the 2020 event.
